Project and program management methods always bring changes, but do not always provide improvement.

They are both management processes, but often they do not get implemented in a sustainable way.

Operationally, project and program changes to ongoing processes cause upheaval to workflow causing tremendous stress on the people and great waste, and some projects “never end”. This is a failure of thinking and acting with knowledge, a problem that can be solved by using scientific methods and the PDCA/PDSA to get evidence that our changes are actually improvements.
